Toronto, 1914. MY THOUGHTS:  This is book 3 of the series.  I've enjoyed traveling back in time with this series.  Jem and Merinda are after a murderer.  The only clue they have is a white feather left at scene of each murder.  World War 1 is about to start and the city is physicked up.  The Mayor has issued a law that anyone with ties to the countries that have declared war have to report.  While Constable Jasper is starting to question his life as a policeman.  Does Jem and Merinda solve the crime?  I give this book......5
